Easy answer! The local greetings happen a lot more frequently with this mod by cyjon (http://drupal.cyjon.net/node/420), and I hate to cheat to get the hula dancing (made a local selectable and directed her to hula). And just in case, the way I made my island locals was I think with either the sim blender or Inge's teleporter cat--whichever one has the "Make Me a... [townie, downtownie, etc.]" option.
